TEAM OF EXPERTS

Nguyen Quang Dong, Director of the Institute for Policy Studies and Media Development (IPS), is an expert on governance and public policy. His recent research and consultancy focus on digital governance and regulatory policies. Under his leadership, IPS, in collaboration with its managing organization, the Vietnam Digital Communications Association, has provided policy advice to the National Assembly, the Ministry of Information and Communications, and other government agencies. This work supports the development of digital transformation strategies and plans, as well as drafting and amending legal regulations related to the digital economy and digital governance.

Dong holds a Master's degree in Governance and Public Policy, awarded by The University of Queensland, Australia.

Nguyen Duc Lam is an expert in Law and Governance with years of experience in legal system reform, legislative institutions, and judicial reform from a comparative perspective. He has written dozens of journal articles, workshop papers, and newspaper commentaries on comparative and Vietnamese law, particularly constitutional and administrative law, as well as governance, democracy, local government, and public administration.

He has previously worked at the Professional Training Department, the Center for Training of Elected Deputies, and the Journal of Legislative Studies, Office of the National Assembly of Vietnam. He is also a consultant to numerous international organizations and NGOs, including the United Nations Development Programme (UNDP), the United Nations Children's Fund (UNICEF), the United Nations Population Fund (UNFPA), and Oxfam.

He received a BA in Philosophy from Kiev National University, Ukraine, and a Master of Laws from the University of Melbourne, Australia.

Nguyen Lan Phuong has experience in researching digital technology policy, focusing on two main topics: (1) legal policies governing cross-border digital services, and (2) Vietnam’s internet governance policies. She is the founder and coordinator of the youth education program 'Vietnam Youth's Policy Initiative' in the 2022-2023 period.

Before working at IPS, Nguyen Lan Phuong was an intern at the Department for Cassation Review and Examination of Labor, Family and Juvenile Judgments, Supreme People's Court of Vietnam, and was requisitioned to work at the Research Services Department, Library of the National Assembly, Office of the National Assembly of Vietnam to serve the 9th meeting of the National Assembly session XIV. She received her Bachelor of Laws (high-quality training program) from Hanoi Law University, Vietnam.

Huynh Thien Tu is currently a Lecturer in the Faculty of Law at the School of Economics, Law, and State Management, University of Economics Ho Chi Minh City, Vietnam. He conducts in-depth research on legal phenomena and issues related to the digital society, particularly focusing on privacy rights and data protection, both in theory and practice. He has published numerous scientific articles and provided analysis and commentary on these topics in the media.

He holds a Bachelor's degree in Law (high-quality program) from the University of Law, Ho Chi Minh City, Vietnam, and a Master's degree in Law from the University of Law and International Business, South Korea. Tu is currently a PhD candidate in Law at Monash University, Australia.

Tran Thi Tuyet holds research and management positions centered on two key areas: (i) driving public sector modernization by harnessing cutting-edge technologies through the promotion of science, technology, innovation, and public–private partnerships; (ii) informing regulatory policies for the emerging technology industry through economic and market analyses, with attention to fair competition, supply chain security, and geopolitical implications. Building on this expertise, she also leads multi-stakeholder policy advocacy for key national legislative packages on digital technologies (e.g., the amended Telecommunications Law, the Digital Technology Industry Law, and the forthcoming Digital Transformation Law).


Tuyet is also a Research Fellow under the Vietnam Technology Policy programme, managed by the Pacific Forum and funded by the U.S. Department of State's Office of Export Controls and Border Security (EXBS), focusing on Vietnam's technology supply chain security agenda and its implementation in the Indo-Pacific.

Phung Nhu Quynh's main areas of interest lie in Science, Technology, and Innovation (STI) policy research, responsible AI application, and public administration reform for inclusiveness. She has been directly involved in research, data synthesis, and analysis for several projects conducted by IPS and its partners, including an assessment of Artificial Intelligence (AI) readiness in Vietnamese state agencies and a project evaluating the quality of online public services in collaboration with the United Nations Development Programme (UNDP) in Viet Nam. She is currently participating in a project focused on enhancing information accessibility and digital transformation in Quang Tri Province, which provides her with practical experience in surveying and interviewing both government officials and citizens.

Quynh holds a Bachelor's degree in International Communication from the Diplomatic Academy of Vietnam.

Nguyen Huong Giang's research focuses on public administration, particularly the provision of public services, administrative procedure reform, and assessing citizens’ experiences in using public services. She has participated in studies involving the collection, synthesis, and analysis of user experience data in a project evaluating the quality of online public services. In addition, she has contributed to research on channels of interaction between government and citizens, aiming to promote participation, dialogue, and more effective public governance, with particular attention to enhancing engagement at the local government level. With her professional background and practical experience, she makes active contributions to reflecting real-world contexts and needs, thereby informing IPS’s research and policy recommendations.
