Nguyen Quang Dong, Director of Institute for Policy Studies and Media Development (IPS), is an expert on governance and public policy. His recent research and consultancy focus on digital governance and regulatory policies. IPS and its umbrella, the Vietnam Digital Communication Association, have provided in-depth analysis and consultations to the National Assembly Committees, the Ministry of Information and Communication, and other policy making bodies in crafting Vietnam Government’s digital transformation strategies, plans, and legislative initiatives.
Dong holds a master degree in Governance and Public Policy, awarded by The University of Queensland, Australia.
Nguyen Duc Lam is an expert in Law and Governance with years of experience in legal system reform and legislative institutions and judicial reform from a comparative perspective. He has written dozens of journal articles, workshop papers, and short comments for newspapers on comparative and Vietnamese law, particularly constitutional and administrative law, as well as those of the governance, democracy, local government, and public administration.
He has previously worked at the Professional Training Department, the Center for Training of Elected Deputies, and the Journal of Legislative Studies, Office of the National Assembly of Vietnam. He is also a consultant to many international organizations and NGOs, such as the United Nations Development Program (UNDP), United Nations Children's Fund (UNICEF), United Nations Fund Population Agency (UNFPA), and Oxfam. He received a BA in Philosophy from Kiev National University, Ukraine and a Master of Laws from the University of Melbourne, Australia.
Nguyen Lan Phuong has experience in researching digital technology policy, focusing on two main topics: (1) regulatory policy for cross-border digital services, including rights to privacy and personal data, copyright and related rights, and (2) governance policy for digital technology in Vietnam compared with China. She is the founder and coordinator of the youth education program 'Vietnam Youth's Policy Initiative' in the 2022-2023 period.
Before working at IPS, Nguyen Lan Phuong was an intern at the Department for Cassation Review and Examination of Labor, Family and Juvenile Judgments, Supreme People's Court of Vietnam and was requisitioned to work at the Research Services Department, Library of the National Assembly, Office of the National Assembly of Vietnam to serve the 9th meeting of the National Assembly session XIV. She received her Bachelor of Laws (high-quality training program) from Hanoi Law University, Vietnam.
Mr. Huỳnh Thiên Tứ is currently a Lecturer in the Faculty of Law at the School of Economics, Law, and State Management, University of Economics Ho Chi Minh City, Vietnam. He conducts in-depth research on legal phenomena and issues related to the digital society, particularly focusing on privacy rights and data protection both in theory and practice. He has published numerous scientific articles and provided analysis and commentary on these topics in the media.
He holds a Bachelor's degree in Law (high-quality program) from the University of Law, Ho Chi Minh City, Vietnam, and a Master's degree in Law from the University of Law and International Business, South Korea. Mr. Tứ is currently a PhD candidate in Law at Monash University, Australia.
