DIGITAL ECONOMY
> DIGITAL INFRASTRUCTURE
IPS promotes the reinforcement of connectivity infrastructure, focusing on submarine cable systems, satellites, cloud computing, and data centers to ensure the security and safety of Internet and telecommunications connections between Vietnam and the world.
This is the fundamental infrastructure for the entire digital transformation process and digital economic development in Vietnam. IPS contributes policy recommendations to promote the development of cloud computing as a key infrastructure in the national digital transformation process, by actively participating in forums and seminars to provide feedback on draft laws, especially the amended Telecommunications Law.
> DIGITAL SERVICES
Researching policies regarding intermediary services in cyberspace such as search services, social networking services, video-on-demand services, etc., to promote commercial, cultural, and economic exchanges between Vietnam and other countries worldwide. Research focuses on aspects such as business conditions, roles and responsibilities of relevant parties, fair competition, intellectual property rights, and privacy rights related to digital service business activities.
DIGITAL SOCIETY
> RIGHTS IN THE DIGITAL ENVIRONMENT
IPS has experience in researching and advocating policies related to digital rights, focusing on privacy and digital safety. IPS has collaborated with the United Nations Development Programme (UNDP) in Vietnam to assess the implementation of privacy policies on platforms for government - citizen interaction. Additionally, IPS has worked with Oxfam in Vietnam to implement training programs on privacy protection and digital safety in cyberspace for civil society organizations and the media.
> INTERNET GOVERNANCE
IPS is one of the most influential voices in advocating for policies on data, including data protection, open data, public sector data, and cross-border data.
Since 2020, IPS has recognized the necessity of developing a national data strategy alongside the National Digital Transformation Program and laws on personal data protection. IPS is also a pioneer in researching and advocating for policies on cross-border personal data, hosting numerous seminars, reports, and policy analyses on this relatively new topic in Vietnam at that time.
> CITIZEN ENGAGEMENT
IPS encourages citizen participation in social activities. The "Vietnam Youth's Policy Initiatives" (VYPI) forum, a program launched and implemented by IPS since 2022 to promote the involvement of Vietnamese youth in public policy building and advocacy, has gained significant recognition and established itself as a high-quality program for young people.
IPS has also supported civil society organization alliances and stakeholders in advocating for policies on internet privacy and personal data protection.
DIGITAL GOVERNMENT
> MANAGEMENT OF PUBLIC SECTOR DATA
IPS has conducted a series of research and policy discussions on data development and governance, as well as privacy protection in the digital economy. The research series includes three main policy discussions on:
- Protecting personal information and data in digital transformation and the development of the digital economy.
- Leveraging the value of health data based on data protection and privacy rights.
- Leveraging the value of health data based on data protection and privacy rights.
By assessing opportunities from data utilization for digital economy development, improving governance effectiveness, and providing public services in the public sector, as well as analyzing experiences and lessons from several countries worldwide, IPS has made recommendations on how to best utilize public sector digital data resources. At the same time, these recommendations ensure data security for citizens and help build public trust in government agencies' digital practices.
> ONLINE PUBLIC SERVICES
IPS helps improve user experience on national and provincial e-government service portals to ensure that no one is left behind in the digital transformation process. Additionally, IPS supports enhancing digital transformation knowledge and making evidence-based decisions for civil servants and local leaders across the country. In 2023, IPS, with the support of the United Nations Development Programme (UNDP), conducted a study to assess the user-friendliness of online public service portals at the provincial level to assess the current situation and propose solutions to enhance citizens' use of online public services.
> OPEN DATA
Promoting the use of open data in Vietnam. In 2021, IPS, the Vietnam Digital Communications Association (VDCA), and the Asia Open Data Partnership (AODP) successfully organized the Asia Open Data Partnership Summit in Hanoi under the sponsorship of the Ministry of Information and Communications.
Prior to that, IPS had organized several orientation discussions for research cooperation and policy advocacy on data governance, including open data.
