On December 22, 2024, the Politburo issued Resolution No. 57-NQ/TW on breakthroughs in science, technology, innovation, and national digital transformation, laying an important political foundation for Vietnam to enter the Rising Era.
According to the Resolution, digital technology is identified as the key to overcoming the middle-income trap. Accordingly, policies and laws in this field must both ensure effective governance and encourage innovation, moving away from the mindset of “banning what cannot be managed.” This approach is reflected in a series of legal drafts such as the proposed Law on the Digital Technology Industry, the Law on Personal Data Protection, the Law on Science, Technology and Innovation, and the draft Decree guiding the implementation of the Law on Data.

To foster discussion on digital technology from the perspectives of policy, law, and economics in pursuit of breakthrough development, and to contribute academic and practical insights into the above legislative drafts, the School of Economics, Law and Public Policy (CELG) in collaboration with the Institute for Policy Research and Media Development (IPS) is organizing the 2025 National Scientific Conference on:
