National Academic Conference on 'Personal Data in Vietnam's Digital Economy'

As part of the national digital transformation program, Vietnam has set multiple goals and missions to maximize the utilization of digital resources and assets, aiming to build and develop an advanced digital economy, a secure digital society, and an efficient digital government.

Personal data is an integral part of this the infrastructure of this transformation, but striking a balance between development and using and protecting data is complicated. 
To further discuss this issue, on the morning of November 3, 2023, the National Academic Conference on 'Personal Data in Vietnam's Digital Economy' was jointly organized by the College of Economics, Laws and Government (UEH-CELG) and the Institute for Policy Studies and Media Development (IPS) at the University of Economics Ho Chi Minh City. 
The conference is honored to welcome Mr. Nguyen Trong Khanh, Head of the Infrastructure and Digital Data Department, Ministry of Information and Communications, along with Dr. Nguyen Thanh Hoa, Head of the Electronic Information Department, Ho Chi Minh City Department of Information and Communications. The seminar received 60 papers, including 35 papers registered for presentation in parallel sessions. The seminar brought together more than 120 participants, including numerous scientists from over 10 universities, experts, legal advisors, business regulatory experts, engineers, and managers representing various sectors and fields in practice.

In the plenary session, the seminar had 03 main speakers presenting topics spanning across legal, economic, policy, and technical aspects, such as: 
1/ Protecting Personal Data – Safeguarding Human Rights in the Digital Age: Associate Professor Dr. Đỗ Minh Khôi, Faculty of Law, UEH-CELG  
2/ Personal Data – A Comprehensive, Multifaceted Approach to Policy Development: Mr. Nguyễn Quang Đồng, Director, Institute for Policy Studies and Media Development  
3/ Protecting Personal Data: Technological Solutions and Recommendations: Dr. Ngô Tấn Vũ Khanh, Director of Information Security Program, UEH-CTD

The parallel sessions revolved around various interesting and practical topics, such as:  
  • Session 1: Human Rights and Personal Data 
  • Session 2: Personal Data Protection from International Experience 
  • Session 3: Personal Data Protection in the Vietnamese Context 
  • Session 4: Data Property Rights 
  • Session 5: Personal Data and Legal Responsibilities 
  • Session 6: Personal Data Protection in the Financial and Banking Sector 
  • Session 7: Policies for Personal Data Protection 
The conference's parallel sessions
Through direct exchanges during the conference, the speakers provided profound insights into how to harness the benefits of personal data in the digital economy while safeguarding the legitimate rights of individuals. There were also in-depth discussions on Decree 13/2023/NĐ-CP on Personal Data Protection, which has recently come into effect. The overarching goal is to ensure that personal data is used responsibly, transparently, and in a manner that safeguards the rights and legitimate interests of all parties involved.   
The National Academic Conference on 'Personal Data in Vietnam's Digital Economy Landscape' marked an important step in promoting interdisciplinary discussions on a fundamental issue in digital transformation. CELG and IPS hope that these ideas will contribute to shaping the legal framework for personal data in Vietnam's digital age.
