With the rapid development of artificial intelligence (AI), establishing a legal framework to control potential risks and promote the sustainable development of this technology is necessary. In this context, on the morning of November 6, 2024, the Institute for Policy Studies and Media Development (IPS) and the School of Economics, Law, and Public Management, University of Economics Ho Chi Minh City (UEH-CELG), organized a seminar on "Developing and Using Reliable Artificial Intelligence." The seminar attracted a large number of delegates, including experts in policy, law, and technology, as well as scientists, lecturers, researchers, and students, participating both in person and online via Zoom. 

The seminar consisted of two presentation and discussion sessions. 

Session 1 provided an overview of policies and legal frameworks affecting the development of AI and digital technology in Vietnam. The discussion session addressed a balanced approach between innovation and risk management, as well as the importance of infrastructure and data governance, and the economic and legal impacts of AI in various fields: 

Overview of the legal policy context related to AI and digital technology 
Mr. Do Truong Giang - Deputy Head of Policy Division, Department of Information and Communications Technology, Ministry of Information and Communications. 

AI - Technology and policy for AI development and risk management in Vietnam 
Ms. Nguyen Lan Phuong - Research Officer, Institute for Policy Studies and Media Development. 

Controlled experimentation mechanism for AI technology 
Assoc. Prof. Dr. Vo Tri Hao - Senior Advisor, University of Economics and Law (UEL), Vietnam National University Ho Chi Minh City. 

Legal framework for the data market in Vietnam 
Dr. Trinh Duy Thuyen - Lecturer, School of Economics, Law, and Public Management. 

The experts also proposed building a policy framework to promote reliable AI, combining mandatory regulations, voluntary standards, and detailed guidelines, ensuring a balance between innovation and risk management. To achieve this, close cooperation between the government and businesses is needed, along with a flexible approach, prioritizing technical standards, best practice guidelines, and codes of conduct. 

In the area of AI risk management, it is necessary to clearly classify risk levels and define the responsibilities of all stakeholders, including developers, implementers, and users. Additionally, Vietnam needs to establish a comprehensive legal framework for data collection, sharing, and security to develop a transparent data market and foster AI development. 

Dr. Duong Kim The Nguyen, Head of the Law Department, School of Economics, Law, and Public Management (CELG), and Mr. Nguyen Duc Lam, Policy Advisor, Institute for Policy Studies and Media Development (IPS), moderated the discussion session. 

The seminar "Developing and Using Reliable Artificial Intelligence" marked an important step in the long-term cooperation between UEH-CELG and IPS in researching and contributing to policy development for sustainable, transparent, and responsible AI development. 

This seminar will serve as an important foundation for the AI and Data Conference, which is expected to be held in early 2025, continuing to promote research and initiatives in the digital technology field in Vietnam.
