In 2024, the Institute for Policy Research and Communication Development (IPS) will collaborate with the United Nations Development Programme (UNDP) to assess the Public Service Portal (DVC) of 63 provinces and cities from the user's perspective, following the first evaluation round in 2023. The purpose of this study is to propose measures to improve the online public service delivery environment (DVCTT) and suggest some user-centered DVCTT development policies at the national level.

Providing online public services (DVCTT) is a top priority for Vietnam in its digital transformation, digital government, digital economy, and digital society programs and administrative reforms. However, the level and effectiveness of using DVCTT remain low. According to information from the National Committee on Digital Transformation, as of July 2024, the rate of online submissions for provincial and municipal DVCTT only reached 17%. The Provincial Governance and Public Administration Performance Index (PAPI) survey noted that only 7.6% of the population used provincial public service portals in 2023. If the user rate continues to remain low, achieving goals related to the provision and use of DVCTT will be challenging.

In this context, the Institute for Policy and Media Development (IPS), with support from the United Nations Development Programme (UNDP) in Vietnam, has conducted an evaluation of 63 provincial public service portals from the user perspective in 2024. This marks the second year IPS has undertaken this review. The study aims to understand the challenges users face when utilizing public service portals and online public services, thereby proposing solutions to help central and local government agencies enhance the user-friendliness of public service portals and improve the effectiveness of online public service delivery. The Australian Department of Foreign Affairs and Trade (DFAT) and UNDP in Vietnam jointly fund this research through the ‘Innovation for People’ component of the PAPI research program.
