Executive Summary

In 2024, the Institute for Policy Studies and Media Development (IPS) conducted a study and completed the report entitled “Artificial Intelligence Policy in Vietnam: Striking a Balance between Innovation Promotion and Risk Governance.” The report reaffirms the widely shared global assessment that artificial intelligence (AI) can bring significant opportunities and benefits for economic growth, national development, businesses, and individuals, as well as for the protection and promotion of human rights. At the same time, AI also entails substantial risks and potential negative impacts on individuals and society. What follows is a summarized version of the full report, which provides an overall assessment of Vietnam’s readiness conditions for the development of an AI ecosystem, including infrastructure, data, human resources, investment, and finance, and proposes policy recommendations to both promote AI development and control its risks, including ensuring the protection of human rights in Vietnam.
