Executive Summary
This report has been prepared by the research team from the Institute for Policy Studies and Media Development (IPS) with financial support from the SecDev Foundation. The report analyzes emerging digital safety issues in Vietnam, namely personal data privacy violations and ethical concerns of digital technologies and proposed a comprehensive policy framework to address these issues. Many of the recommendation are learned from reports on the UK Online Harm Regime, with adaptation to the Vietnamese context and references to best practices around the world. All are clearly referenced.
