This paper builds upon the Institute for Policy Studies and Media Development (IPS)’s previous research on responsible artificial intelligence and inclusive technologies, incorporating updated insights and new evidence from recent consultations with partner organizations and stakeholders. Expanding on IPS’s earlier analyses, the study refines and contextualizes key findings to reflect Vietnam’s rapidly evolving digital policy landscape and to highlight emerging issues that require policy attention.
To advance ethical and inclusive technology, particularly artificial intelligence, Vietnam is encouraged to develop a rights-based governance framework with four key pillars: actionable inclusivity standards and fairness assessments; participatory design that engages marginalized communities; digital literacy investments to bridge existing divides; and continuous monitoring mechanisms ensuring public accountability. Such a framework would enable the country to harness AI’s economic potential while preventing discrimination and exclusion, laying the groundwork for a digital future that is both innovative and rights-respecting.
